Where a libertarian party would simply decree that it is for the individual to build a strong family, get their children into a good school and find work, Cameron's conservatism wants to actively help people secure those three fundamental building blocks of the good life.

Yes, it is the Libertarian Party's belief that it is upto you to build your family, get the best education and get work. It is nothing to do with a raft of Quangocrats,Social Workers and politicians setting targets. All of these have removed tesponsibility from the family, along with crushing taxes that would make it financially easier.
Cameron has already stated infront of his party conference, that he does not lead a Libertarian Party. I don't want to be a partner in Government, I do not want to govern anybody else.

I agree with your post.
However, isn't it a fact that the British people have as Cameron himself indicated, been indoctrinated for the last more than forty years with the idea of the state running their lives and probably more so than ever over the last thirteen years.
IF (and it's a big "if" at the moment) the British electorate can be encouraged to vote for freedom, isn't a "halfway house" that helps them to detox and flush vilest effects of dependence on rabid socialism out of their whole system exactly what they need right now?
My biggest fear is that yet another bout of socialist bureaucratic dependency will leave Britain permanently damaged and addicted to that awful drug way beyond redemption as its vital organs inexorably fail one by one.
I do not see it as a halfway house, as the whole thing is still about maintaining the final say, the control with the State.
You will see groups handed the keys to a monopoly service, people given the chance to run a school and Commissars set out to agitate.
All the while the feeling I get is that the State will be there and by the very fact that it is the biggest gig in town, groups outside their orbit will be crowded out.
The State hates competition, and it will do everything it can to eliminate it
