
The proportion of those voting Con/Lab/Lib was 10/8/7, not one of those parties has the legitimacy to form a Government.
The political system has fractured.
Sovereignity lies with the people of this Country not with Westminster.
Whatever cobbled horse trading is going on, with both Labour and Tory absolutists trying to buy the favour of Clegg, without giving the people a chance to have a say.
We need a Referendum by October on a new political settlement and electoral reform on the basis of Proportional Representation.
Scotland, Northern Ireland and Wales can no longer to campaign purely on the basis of getting as much subsidies as possible from Central Government. If you cannot see that we already have a bizarre De Facto Federal State, you must be blind.
We have the obscene spectacle this morning of Gordon Brown still occupying No 10. This is the result of a broken political system.

The lawful body for formulation of a a new constitional settlement is a constitional convention per Chapter 61 of Magna Carta as was done in 1688/8.

When Chapter 61 of Magna Carta is invoked and a Barons Committee has unsucessfully petioned the Crown they can call a constutional convention. The the Bill of Rights covers this:
"And whereas the said late King James the Second haveing Abdicated the Government and the Throne being thereby Vacant His [ X1 Hignesse] the Prince of Orange (whome it hath pleased Almighty God to make the glorious Instrument of Delivering this Kingdome from Popery and Arbitrary Power) did (by the Advice of the Lords Spirituall and Temporall and diverse principall Persons of the Commons) cause Letters to be written to the Lords Spirituall and Temporall being Protestants and other Letters to the severall Countyes Cityes Universities Burroughs and Cinque Ports for the Choosing of such Persons to represent them as were of right to be sent to Parlyament to meete and sitt at Westminster upon the two and twentyeth day of January in this Yeare one thousand six hundred eighty and eight in order to such an Establishment as that their Religion Lawes and Liberties might not againe be in danger of being Subverted, Upon which Letters Elections haveing beene accordingly made.....".
This system ensures that all of the estates of the realm are represented.

That would mean (to me) that only the land owners were expected to show up, not representatives of the people.

I suspect that the PTB prefer a refferendum because they get to choose the question and count the votes. They may even ask a treasonus question and claim legitimacy for it.
The Commons Journal covers what happened in 1688/9:
"We do likewise desire your Highness to cause Letters to be written, and subscribed by your Highness, to the Lords Spiritual and Temporal, being Protestants, and to the several Counties, Universities, Cities, Boroughs, and Cinque Ports, of England, Wales, and to the Town of Berwick upon Tweed: The Letters for the Counties to be directed to the Coroners of the respective Counties, or any One of them, and, in Default of Coroners, to the Clerk of the Peace of the respective Counties; and the Letters for the Universities to be directed to the respective Vice-chancellors; and the Letters to the several Cities, Boroughs, and Cinque Ports, to be directed to the chief Magistrate of each respective City, Borough, and Cinque Port, containing Directions for the choosing, in all such Counties, Cities, Universities, Boroughs, and Cinque Ports, within Ten Days after the Receipt of the said respective Letters, such a Number of Persons to represent them, as are of Right to be sent to Parliament....".

In other words a lawful Constitutional Convention has the same ingredients as a Parliament minus a King, and sets the rules for the next King.
The last time a Barons Committee was called was in 2001 BTW and we are still under its jurisdiction. Not a lot of people know that but it is the lawful justification for the "Freeman" and "Lawful Rebellion" movements.
